Eng. Basim Sayel Mahmoud is a highly accomplished leader in the fields of operations, maintenance, and infrastructure management, with over four decades of distinguished service across military, governmental, and international institutional roles.
He holds a Bachelor of Science in Mechanical Engineering from the University of Arizona, United States (1981), and has since built a career defined by strategic leadership, technical depth, and institutional impact.
Currently serving as the Technical Committee Director of the International Maintenance Association (IMA), Eng. Basim plays a central role in shaping technical frameworks, advancing industry standards, and guiding global knowledge development across the maintenance and asset management ecosystem. His work is closely aligned with the advancement of structured, scalable practices that support both public and private sector organizations.
In parallel, he serves as the Secretary General of the Arab Council for Operation and Maintenance, where he contributes to regional coordination, policy alignment, and the development of professional practices across the Arab world.
His leadership experience includes directing the National Committee for Operation, Maintenance and Standardization in Saudi Arabia (2014–2018), a critical initiative aimed at institutionalizing maintenance standards and improving operational efficiency at a national level.
Prior to his regional and international roles, Eng. Basim held several senior leadership positions within the Ministry of Defense in Jordan. He served as Director General of Military Works (2007–2010), where he oversaw large-scale infrastructure and operational programs. Earlier, he led the Electricity, Water, Operation and Maintenance Group (1998–2006), and headed the Operations and Maintenance Department at the Royal Medical Services (1996–1998), managing complex technical systems in high-stakes environments.
His earlier career laid a strong engineering and project foundation, including roles as Head of Project Design Department (1990–1996) and Design and Supervision Engineer (1981–1990), where he was responsible for planning, design, and execution oversight of major projects.
Eng. Basim is widely recognized for his ability to bridge engineering execution with institutional strategy. His career reflects a consistent focus on building systems, frameworks, and governance structures that elevate maintenance from an operational function to a strategic discipline.
